The Arctic zone of the European northeast of Russia in the 17th century:
the daily activities of the governors of the Pustozersky county
in their letters ("formal replies") to Moscow

Abstract. The article discusses a range of issues that had to be resolved by the governor of the Arctic region of the European North-East of Russia - Pustozersky county (uyezd) in the course of his work on the administrative management of the county. Moreover, a range of problems is analyzed that the governor could solve only in close contact with the central body in charge of the Pustozersky county in the territorial plan - the Novgorod Order (prikaz). In some cases, even the approval of the king was required. The analysis of the activities of the Pustozersk governor was carried out on the basis of a unique document - the Notebook of the Novgorod Order of 1680, where all letters sent by the Pustozersk governor were recorded. The text of the document related to the Pustozersky county is being published.
