The system of public administration in the Arctic zone

of the European North-East of Russia in the 16th - 17th centuries

Abstract. The article describes the formation and development of the system of public administration in the Arctic zone of the European North-East of Russia. In the 16th century, the Pustozersky volost was located there, in the 17th century - the Pustozersky uezd (district). The author identified three stages in the development of the system - relatively speaking: volostelinskaya (first half of the 16th century), danshchikov (second half of the 16th century) and voivodship (17th century). The details of the constituent parts of the voivodship management system of the county are revealed in more detail. For the first time, all positions in the hierarchy of this system are shown. Reconstruction of the corps of employees of the Arctic zone of the European North-East of Russia. About 240 people were identified who in different years performed work on the management and military protection of this territory of the Moscow kingdom.
